In the Netherlands, Legionella prevention is incorporated into two different parts of the law. The first one is the Water Supply Decree and the second one is the Working Conditions Act, more specifically Working Conditions Policy Regulation 4.87-1.
This decree formulates the obligation to ensure good-quality tap water in general terms. The scope of application may include the following: drilling platforms and related institutions, as well as other companies and institutions (water used in industrial processes, water in offices, water supply for emergency showers and eye baths).
This policy regulation is entitled: “Effective measures to prevent or limit exposure to Legionella bacteria”.
An RI&E sets out what measures can be taken to prevent the multiplying and spreading of the Legionella bacteria. Some of these measures are e.g. preventing spraying, preventing water from becoming stagnant, prevention of water reaching favourable temperatures for the Legionella bacteria to multiply, limiting use of materials that may contain bacteria or other micro-organisms or which might be a breeding-ground for Legionella bacteria, making sure that the water in the installation is clean, using modern technology to treat the water, and ensuring the correct and safe use of the installation in conformity with the process specifications in order to guarantee the quality of the water.
